Fleagle's Painting can restore the masonry surface of your building, beginning with abrasive blasting to remove the failing coating, followed by pressure washing, grinding/scraping off failing coatings, making repairs to mortar, and applying a masonry primer/sealer, or a heavy-duty block filler, with a topcoat to a finish of your choice.
